Katsina State Governor, Dikko Umar Radda, has presented a proposed budget of N828.64 billion for the 2027 fiscal year to the Katsina State House of Assembly.
The budget, tagged “Building Your Future Agenda IV,” places a strong emphasis on capital expenditure, with 77 per cent of the proposed spending allocated to capital projects and 23 per cent earmarked for recurrent expenditure.
The proposal, which totals N828,638,844,091.48, is about N69.23 billion lower than the state’s approved 2026 budget. The state government attributed the difference to its projected revenue and funding outlook for 2027.
The budget is expected to be financed through internally generated revenue of about N95.77 billion, capital receipts of N234.30 billion, and other expected receipts of approximately N487.81 billion, in addition to an opening balance of about N10.7 billion.
Sectorally, the Social Sector received the largest share of the proposed budget at 38.33 per cent, followed by the Economic Sector with 35.59 per cent and the Administration Sector with 23.97 per cent. Law and Justice accounts for 1.11 per cent.
Among the priority areas, education is allocated 13.41 per cent, while works, housing and transport receive 11.22 per cent. Agriculture and livestock development account for 10.33 per cent, health receives 8.41 per cent, and rural development is allocated 7.92 per cent.
The state government said the spending plan is designed to sustain infrastructure development and strengthen public services across Katsina.
The budget proposal follows a series of consultations conducted by the Radda administration as part of preparations for the 2027 fiscal plan. In July, the governor launched statewide ward-level consultations across the state’s 361 political wards in the 34 local government areas to gather citizens’ input into the budget.
Beyond the budget proposal, the Katsina State Executive Council recently approved several projects, including additional equipment for the Advanced Imaging and Cancer Centre at the General Amadi Rimi Specialist Hospital in Katsina.
The state government said the medical equipment would expand the facility’s capacity for specialised diagnostic, surgical, laboratory and imaging services, with admission capacity for at least 80 patients. It said the initiative was intended to improve access to specialised healthcare and reduce medical tourism.
The council also approved infrastructure and transportation initiatives, including road rehabilitation in the Rafukka area of Katsina metropolis and measures for the deployment and management of 30 hybrid buses acquired for intra-city transportation.
The proposed budget will now be subjected to legislative consideration and scrutiny by the Katsina State House of Assembly before its passage and subsequent assent.
