Fubara seeks legislative approval for Rivers’ 2026–2028 fiscal framework

Rivers State Governor, Siminalayi Fubara, has transmitted the state’s 2026–2028 Medium-Term Expenditure Framework (MTEF) to the Rivers State House of Assembly for consideration and approval.

The submission marks a key step in the state’s budget preparation process, as the MTEF serves as a fiscal planning document that outlines the government’s revenue projections, expenditure priorities and economic assumptions for the medium term.

According to the governor, the framework is designed to provide a roadmap for sustainable economic growth, fiscal discipline and effective resource allocation over the three-year period. It is also expected to guide the preparation of the state’s 2026 budget and subsequent annual appropriation bills.

The MTEF, which is required under public financial management regulations, establishes expenditure ceilings for government ministries, departments and agencies while ensuring that spending plans align with projected revenues and development objectives.

Government officials explained that the framework reflects the administration’s commitment to prudent fiscal management and the implementation of policies aimed at improving infrastructure, healthcare, education, agriculture and other critical sectors of the state’s economy.

The submission comes as the Rivers State Government continues efforts to strengthen budget planning and enhance transparency in public finance management. Analysts note that the approval of the MTEF by the House of Assembly is a necessary precursor to the presentation and consideration of the state’s annual budget.

Lawmakers are expected to review the document, assess its economic assumptions and fiscal projections, and make recommendations before granting approval.

The development also underscores ongoing cooperation between the executive and legislative arms of government on fiscal and economic matters despite the political tensions that have characterized Rivers State in recent months.

Stakeholders say the medium-term framework will play a crucial role in shaping government spending priorities and ensuring continuity in development projects across the state.

Once approved, the 2026–2028 MTEF will provide the foundation for budget implementation and fiscal planning aimed at meeting the developmental needs of Rivers State residents over the coming years
